TANZANIA Coffee Industry Development Strategy (2011 - 2021) has laid out proposed
implementation framework which is intended to achieve several goals including
improvement of the crop.
The
Director General of Tanzania Coffee Board (TCB), Eng Adolph Kumburu, said to
live up to the strategy, there must be a close collaboration among all
stakeholders in the coffee sector.
Eng
Kumburu stated that coffee growers and their organisations stand central to the
coffee development strategy as farmers would need to be engaged fully.
"They will only do so if they are confident that they will receive a fair
share of revenues for their coffee through improved efficiency of the value
chain and that any investment in improved production and quality will
materialise in better incomes,"he said.
The
Ministry of Agriculture, Food Security and Cooperatives, can ensure that the
coffee industry strategy aims are aligned with the National Agricultural
Policy, presented and discussed at the national level.
Eng
Kumburu said the ministry will also play a key role by supporting a favourable
environment to coffee growing, in the form of taxes, regulations, agricultural
policy and by possibly supporting the implementation of the strategy through
various means, such as financial support, subsidies for coffee inputs and
advocacy to international donors.
He
stated that the role of TCB was central to the implementation as it was
expected to lead overall coordination of the strategy implementation and ensure
proper dialogue among all actors of the industry, a multi-stakeholder process.
By so doing, he added, TCB will ensure that shared functions are implemented as
envisioned in the Coffee Act and new coffee regulations.
According
to Eng Kumburu, TCB will also provide necessary favourable business conditions
to all stakeholders and will seek to optimise the functioning of the value
chain and ultimately, the role of TCB will also be to provide advisory services
and promote Tanzanian coffees in existing and new markets.
He said
Tanzania Coffee Research Institute (TaCRI) will play a key role in the
implementation of the strategy by developing adapted technology through
research and ensuring its dissemination to all stakeholders, particularly,
farmers.
